An investigation by The Straits Times and OCCRP has identified Chen Sokly, born in Shanghai, as a key lieutenant of scam kingpin Chen Zhi. Operating under multiple identities including "Martin Chen" in Singapore, Sokly accumulated significant property assets and directed the syndicate's corruption operations.
