South Korea's vision of establishing a major semiconductor industrial complex in its southwestern provinces within four years increasingly hinges on resolving one of its most intractable problems: where to source the enormous quantities of electricity and fresh water needed to keep the facilities running. The Honam semiconductor industrial complex, projected to cost a minimum of 800 trillion won ($540 billion), represents President Lee Jae Myung's strategy for decentralising the nation's semiconductor boom and ensuring prosperity extends beyond the prosperous Seoul metropolitan area. Yet this ambitious industrial policy initiative is colliding head-on with the priorities of local residents who have grown sceptical of top-down infrastructure projects imposed without meaningful community consultation.
The scale of the energy challenge is staggering. Four semiconductor fabrication plants planned for the complex would collectively demand between 70 and 80 percent of the entire current annual electricity consumption across the three southwestern provinces of Gwangju, North Jeolla, and South Jeolla. This concentration of industrial demand in a region historically characterised by agricultural and light manufacturing activities has triggered alarm among residents who question whether existing power infrastructure can accommodate such a dramatic shift. Analysts, including those at S&P Global Energy, acknowledge the fundamental tension: a region that has never experienced such concentrated industrial electricity consumption suddenly faces the prospect of becoming a major power sink, fundamentally altering local energy dynamics and environmental burdens.
The government's response emphasises that the southwest already generates more electricity than local communities currently require, suggesting that much of the complex's power could theoretically be produced within the region itself. The energy ministry argues this approach would reduce dependence on long-distance transmission lines originating from other areas, thereby minimising the need for extensive new infrastructure that would inevitably require traversing densely populated zones. Officials have committed to working collaboratively with local governments to advance power infrastructure development ahead of the fabrication plants becoming operational, with provisions for underground cable placement in populated areas where feasible. However, energy minister Kim Sung-whan's acknowledgement that new nuclear reactors and small modular reactors may be necessary has crystallised local opposition into more determined resistance.
Water availability presents an equally daunting constraint. The environment ministry estimates the semiconductor cluster will require approximately 650,000 metric tons of water daily—a volume exceeding Gwangju city's entire residential water consumption. Project developers are attempting to sidestep construction of a brand-new large dam by implementing a complex hybrid approach combining reclaimed water recycling with expanded capacity from existing dam systems. The centrepiece of this strategy involves raising Dongbok Dam to yield an additional 250,000 metric tons daily, a modification that developers contend would produce less environmental disruption and displacement than constructing fresh reservoirs. Yet this framing does not mollify affected communities. Dam residents near Dongbok Dam, organised through community groups, view the raising project as fundamentally equivalent to new dam construction, with implications potentially affecting 1,500 to 1,600 households directly or indirectly.
The Yongin precedent offers instructive lessons in how infrastructure challenges can derail even the world's leading semiconductor companies. Both Samsung Electronics and SK Hynix have been progressively expanding chip production capacity in Yongin, located in the greater Seoul region, yet both ventures have encountered repeated delays attributable to power and water constraints. SK Hynix's initial Yongin fabrication plants, first announced in 2019, were designed to receive 265,000 metric tons of water daily from a weir situated in a neighbouring jurisdiction. That straightforward arrangement became anything but simple when residents in the source municipality mobilised opposition to the transfer arrangement, delaying implementation by months. Mayor Lee Sang-il of Yongin has made clear that similar multi-jurisdictional water supply schemes for the southwestern complex will inevitably provoke comparable resistance, positioning the central government as the entity responsible for neutralising grassroots opposition and facilitating inter-regional cooperation.
Local activists have demonstrated they will pursue litigation to prevent infrastructure expansion they deem unacceptable. In Yeonggwang county in the targeted southwestern region, Roh Byeong-nam, a farmer and co-chair of an anti-nuclear coalition, has publicly vowed that residents will mount legal challenges against any nuclear reactor extension or new construction. Roh's rhetorical framing is uncompromising, characterising the government's nuclear strategy as converting Yeonggwang into a testing ground and eventual permanent repository for nuclear waste. This language reflects deeper accumulated grievances about industrial burdens being disproportionately concentrated in regions with less political influence relative to Seoul. For decades, southwestern provinces have accepted thermal power plants, coal infrastructure, and existing nuclear facilities, generating electricity consumed primarily by wealthier metropolitan regions. Residents increasingly regard the semiconductor hub as perpetuating this historic pattern of sacrifice without proportional benefit distribution.
The consultation gaps have amplified local resentment. Community leaders emphasise that residents were not meaningfully engaged regarding plans to raise Dongbok Dam, with announcements appearing unilateral and decisions apparently already determined before public input was solicited. Kim Kwang-jin, representing a residents group adjacent to Dongbok Dam, articulated this frustration starkly, describing the process as announcement-first consultation, if consultation occurred at all. This procedural deficit has transformed what might have been technical infrastructure discussions into broader questions about governmental legitimacy and democratic accountability. Residents perceive that their objections are treated as obstacles to be managed rather than legitimate concerns deserving serious engagement.
Samsung Electronics and SK Hynix, the corporations that would anchor the southwestern complex, face unprecedented logistical and political complexity in a way their international competitors largely avoid. When TSMC expands capacity in Taiwan or Intel pursues projects in the United States, those governments exercise greater unilateral control over land use and infrastructure allocation. South Korea's democratic institutions, while admirable, impose requirements for stakeholder engagement that industrial development timelines find inconvenient. The corporate imperative to accelerate construction and begin operations aligns poorly with the temporal requirements of building genuine community consensus around resource allocation decisions that carry multigenerational environmental implications.
The government's timeline remains aggressive. President Lee's current term concludes in 2030, creating a political window for establishing the complex's foundational infrastructure before his successor potentially deprioritises the project. This deadline pressure inadvertently incentivises rushing consultative processes and minimising genuine dispute resolution. Energy ministry statements about continuing talks with local communities read as simultaneously reassuring and evasive—acknowledging concerns without committing to outcomes that might delay construction. The implicit message that infrastructure development will proceed regardless of opposition intensity further hardens local resistance.
Regional economic disparity provides important context for understanding why the government privileges the southwestern location. The Seoul metropolitan area has accumulated disproportionate wealth and infrastructure investment for decades, while southwestern provinces have experienced relative stagnation and population decline as young people migrate to the capital. The semiconductor hub represents an attempt at spatial economic rebalancing that could genuinely catalyse regional development. Yet this legitimate developmental aspiration must somehow accommodate legitimate resident concerns about bearing infrastructure costs that wealthier regions have successfully avoided. Finding that accommodation requires abandoning the assumption that technical solutions—underground cables, modular reactors, reclaimed water systems—can substitute for authentic community participation in decisions about regional transformation.
Without accelerated infrastructure expansion that satisfies both engineering requirements and community concerns, experts warn the complex cannot operate at full capacity by 2030. The energy ministry contends it can manage power supply through regional generation and strategic transmission, while developers maintain that hybrid water sourcing incorporating existing systems, reclaimed supplies, and carefully managed dam modifications can meet demand. Yet these technical assessments proceed in isolation from political reality. The most sophisticated engineering plan becomes irrelevant if communities pursue litigation, withdraw cooperation, or generate sufficient political pressure to alter government priorities. South Korea's semiconductor ambitions thus increasingly depend not on megawatt calculations or flow rate projections, but on whether policymakers can genuinely reconcile national industrial strategy with regional autonomy and environmental stewardship.
