Singapore's law enforcement agencies are embracing cutting-edge technology to strengthen their response to drug-related crimes, unveiling a spectroscopy-powered hair scanner that can detect drug use in under a minute without requiring hair samples to be cut. The device, no larger than a laptop mouse, was displayed at the CNB Workplan Seminar 2026 at the Singapore Expo on July 22, marking a significant step forward in how authorities approach drug screening and investigation across the region.
Developed in-house by the Home Team Science and Technology Agency (HTX), the hair scanner represents a departure from traditional, more invasive testing methods. By measuring the wavelengths of light absorbed or emitted by hair samples, the technology can rapidly identify drug residues in a person's system. According to forensic scientist Ong Sheau Wei from HTX's Forensic Centre of Expertise, Singapore appears to be the only jurisdiction actively exploring such a device for drug detection purposes, positioning the city-state as a pioneer in adopting this particular approach.
The practical implications for law enforcement are substantial. The speed and non-invasive nature of the scanner could streamline operational workflows for the Central Narcotics Bureau (CNB), reducing both the time and discomfort involved in preliminary drug screening. For a region where drug enforcement resources are often stretched thin, such efficiency gains matter considerably. The technology also minimises the need for repeat testing and follow-up procedures, allowing investigators to move more quickly through their caseloads.
Complementing the hardware innovation is NarcoNet, an artificial intelligence platform jointly developed by CNB and HTX that automates much of the investigative legwork surrounding drug cases. The software can analyse a suspect's mobile phone communications and chat logs across multiple languages, identifying incriminating discussions, photographic evidence, and details of suspected drug transactions. By synthesising this gathered information, NarcoNet can generate a statement of facts (SOF)—a critical document in drug prosecutions—in seconds rather than the hours traditionally required by investigators. The platform is scheduled for full deployment by the end of July, potentially transforming how cases move through Singapore's criminal justice system.
These technological advances come against a sobering backdrop of escalating drug challenges across East and Southeast Asia. Senior Minister of State for Home Affairs Sim Ann noted at the seminar that global drug use among those aged 15 to 64 reached 331 million people in 2024, representing a 34 per cent increase over the past decade. More alarmingly for the region, the United Nations Office on Drugs and Crime reported in June that methamphetamine seizures in East and Southeast Asia jumped to 349 tonnes in 2025—a 48 per cent spike compared to the 236 tonnes seized in 2024. For Malaysia and neighbouring countries, such figures underscore the scale of the transnational trafficking problem and the urgency of strengthening enforcement capabilities.
Within Singapore itself, CNB dismantled 25 drug syndicates in 2025 and seized drugs valued at over $23 million, demonstrating sustained enforcement pressure. However, these numbers mask a troubling demographic trend. Among the 1,188 new drug abusers arrested in Singapore in 2025, half were younger than 30 years old, indicating that substance abuse is increasingly a youth issue rather than a problem confined to older populations. This shift has implications beyond Singapore: it suggests that drug trafficking networks are successfully recruiting younger distributors and consumers across Southeast Asia, likely exploiting social media and encrypted messaging platforms to reach school-age populations.
Cannabis represents a particular concern within this youth cohort. Although methamphetamine remains the most commonly abused drug overall, one in two newly arrested cannabis abusers in Singapore were below 30 years old. The availability and relative affordability of cannabis, combined with changing social attitudes in some Western jurisdictions, appear to be driving experimentation among younger Southeast Asians. This pattern mirrors global trends but carries distinct risks in a region where drug laws remain strict and rehabilitation systems may be less developed than in Western countries.
Sim Ann framed the statistics in human terms, emphasising that behind each arrest lie real individuals—children, students, neighbours, and friends whose lives have been disrupted by addiction. This rhetorical choice reflects a broader recognition that law enforcement alone cannot solve the drug problem. Prevention, treatment, and community engagement must form part of any comprehensive strategy. Dr Chew Tuan Chiong, vice chairman of the National Council Against Drug Abuse, shifted focus to the home environment, arguing that parents must educate themselves about drug risks and engage in dialogue with their children. His warning that uninformed parental responses could backfire—providing children with incorrect information that undermines prevention messages—highlights a gap in knowledge across many households. In Malaysia and throughout Southeast Asia, where internet access has expanded rapidly and young people have unprecedented exposure to drug-related content online, family-based prevention becomes even more critical. Parents who cannot credibly discuss drug risks lose influence over their children's decision-making.
