The authority suggested that organic waste from fish—likely originating from commercial or domestic sources in these areas—had been disposed of into the drainage system and subsequently flowed into the retention pond through these channels. By the following morning, however, the pond was choked with hundreds of deceased fish, indicating a catastrophic die-off had occurred overnight, suggesting either a sudden massive contamination event or cumulative stress reaching a critical threshold.

The recurring nature of these incidents prompted Hamdan to escalate concerns through multiple government channels. He reported the fish deaths to LUAS, the Department of Irrigation and Drainage, the Department of Environment, Indah Water Konsortium, and the National Water Services Commission—an unusually comprehensive list reflecting both the complexity of water management in Malaysia and local frustration with fragmented institutional responses.
