As Japan's historically dominant market for seafood exports, China immediately implemented a comprehensive import ban on the first day of TEPCO's discharge operations. Although Chinese officials announced a partial lifting of restrictions in June of last year—exempting ten prefectures that include Fukushima from the blanket prohibition—the practical effect has remained unchanged. Chinese authorities continue to block nearly all Japanese seafood imports, a policy officials justify through lingering diplomatic tensions stemming from Prime Minister Sanae Takaichi's November remarks suggesting Japan might intervene militarily should military hostilities erupt over Taiwan. Russia and several other nations maintain their own import restrictions on Japanese seafood products, compounding the economic consequences of the discharge programme. The fishing industry across multiple Japanese prefectures has endured substantial commercial losses despite the absence of detected contamination in their products. TEPCO has established a compensation programme to address these business disruptions, having processed approximately 1,100 claims totalling roughly 92.8 billion yen—approximately 585 million US dollars—as of early August. The majority of these compensation cases involve losses from exporters unable to sell high-value marine products like scallops and sea cucumbers to China and Hong Kong markets, sectors that typically command premium prices.
TEPCO's operational tempo for water releases has increased progressively as the company refined its discharge procedures. The company executed four separate releases during the fiscal year ending March 2024, then accelerated to seven releases each during the subsequent two fiscal years. The company recently modified its tank transfer operations to permit continuous transfers rather than discrete batches, enabling more efficient use of available resources. For the current fiscal year 2026, TEPCO projects completing eight separate discharge operations, with four already accomplished. This escalating schedule reflects growing confidence in the technical systems and regulatory frameworks supporting the programme.
Akira Ono, serving as TEPCO's chief decommissioning officer, emphasised the company's commitment to safe operations during a press conference last month. Ono stated that TEPCO has successfully conducted releases without incident and pledged continued effort toward providing transparent information to the public alongside appropriate compensation for affected businesses. His remarks underscore the tension between technical achievement and public acceptance—the company has demonstrably managed the discharge programme competently, yet political and trade dynamics continue to generate substantial economic headwinds for Japan's fishing sector regardless of scientific evidence regarding water safety. The ongoing dispute thus reflects broader geopolitical competition in East Asia rather than genuine radiological concerns, a reality that complicates long-term planning for Fukushima's eventual full decommissioning.
